When I started working at the CSD a little over two years ago, the CSD’s Parks and Recreation Advisory Committee (Committee) had two projects it was working on. The first was a pathway project that would connect Ferrell Avenue and the south end of 7th Street which was completed in June 2021, the other a Dog Park Concept Plan (Plan). The idea of building a Dog Park has been floating around since the mid to late 1990’s but for various reasons hasn’t had enough traction to move forward.

Work on the Plan was making some progress with conceptual drawings provided by a volunteer landscape architect from the Wallace Group, a local consulting firm. The tentative location for the park is on the vacant parcel on Palisades Avenue between the Community Park’s tennis courts and the Catholic church. The Committee was working on a public outreach strategy to gain input from the public on the conceptual plan when the COVID pandemic pretty much shut things down in March 2020.

At the last Committee meeting on October 19th, it was decided it was time to move forward and pick up where the efforts left off back in 2020. Coincidently, there has been some buzz on social media indicating interest from other groups and individuals to help support the development of the park. Partnerships and coordination of the effort will be the only way we will realize the completion of this project. There is much work to be done; the community will need to fully fund, maintain and operate the park. Since there is no direct funding source currently identified to sustain the effort, we will be looking for grants, community fund raising, in-kind service and any other creative ideas to raise money.

The water meter is an important tool for understanding and monitoring water use.  Your water meter keeps track of how much water your household uses. 

Most residential meters are digital.  A digital meter has a large dial and reads in a straight line, much like a car odometer.  It also has a red sweep hand and one complete revolution of that hand indicates one cubic foot (7.48 gallons) of water has passed through the meter.  Your meter is read by District personnel about every 60 days and the results are recorded in billing units. The number recorded is the number displayed with the white background in the picture.  The numbers with a black background are not recorded.   One billing unit is 100 cubic feet or 748 gallons. 

Left unfixed, leaks waste a tremendous amount of water and can develop into more serious plumbing problems.  If you have a leak, it can usually be detected at the water meter.  First, turn off all water uses on the property. Then check your meter for leaks.  Many meters have a small blue star or red triangle on the face of the dial - this is a very sensitive "leak detector" - even a small leak will be indicated by a rotating star or triangle.  If after a few seconds you see no clear movement, you probably don't have a leak.

We are now entering the winter season. There may be chances of rain in the future.  This is the time to remind the public that only rain should go down the storm drain.

The LOCSD Utilities Department maintains four drainage pump stations throughout Los Osos.  They are located at the corners of Don Avenue and Mitchell Drive; 8th Street and El Moro Avenue; 16th Street and Paso Robles Avenue; and, 6th Street and El Moro Avenue.  

In addition to the drainage pump stations, LOCSD crews maintain five drainage retention basins in Los Osos. The drainage retention basins are Bay Oaks, East Tierra, and Tierra retention basins in the Bayridge Estates subdivision; Madera retention basin in Cabrillo Estates; and, Los Arboles retention basin in Vista de Oro.

Some areas in Los Osos have a history of flooding, especially during heavy rains.  The LOCSD is committed to addressing these flooding problems, working to provide information and solutions, and to promote assistance for residents impacted by storm water flows.

Sandbags are available for purchase at the LOCSD office 2122 9th Street Suite 110 during Lobby Hours only. The sandbags are sold in bundles of 10 for $5.50. Cash or a local check only.  Limit of 2 bundles per resident. 

The LOCSD provides free sand on a self-service basis for sandbags at the LOCSD Utilities Water Yard at 8th Street and El Moro Avenue.  Remember to only fill sandbags half-way to 2/3.  Do not fill to the top. 

LOCSD is continuing with their regularly scheduled Board, Utilities Advisory Committee, Finance Advisory Committee, Emergency Services Advisory Committee and Parks and Recreation Advisory Committee Meetings.
