The Los Osos Community Services District invites all interested persons to attend Public Hearings on October 7, 2021 and November 4, 2021 at 6:00 p.m. online at https://us02web.zoom.us/j/86456192412 relative to the following:

CREATION OF A BOARD OF DIRECTORS DISTRICT-BASED ELECTORAL SYSTEM PURSUANT TO ELECTIONS CODE SECTION 10010

Public Hearings to receive community input on voting areas scenarios of five Board of Directors districts for elections commencing with the General Election in November 2022.

The Board of Directors will discuss, consider, and take community input on the voting area scenarios Board of Directors election district boundaries, and such other matters as may be related to the formation of Board of Directors districts. Draft maps of potential Board of Directors election district boundaries will be available at the Public Hearings, and an additional final public hearing will be scheduled. Copies of the Staff Reports and any support materials will be available for public inspection in the District Office, 2122 9th Street Suite 110, Los Osos, California, or by visiting the District website at www.losososcsd.org. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Board of Directors at, or prior to, the public hearing.

October is the time of year when the days grow shorter.  It is also time for Los Osos residents to shut off their irrigation controllers if they have them.  Many of our residents have replaced landscaping with drought tolerant plants.  This is a good thing as they don’t require as much water.  Evaluate the condition of your garden.  Native plants that are established don’t require a lot of watering.  For those of you who have landscape contractors regularly visit your home, ask them to shut off the irrigation.  Due to the fact that Los Osos is built on sand dunes, our soil will percolate most water accumulated.  So, this provides a possibility for leaks to go undetected.  Go ahead and shut off your irrigation for the rest of the year through winter.

October is time for the Annual Report to the State Water Resources Control Board for our Municipal Separate Storm Sewer System (MS4) permit.  This is a permit the District has with the state.  We encourage stormwater pollution prevention measures.  As an example, pick up trash and dispose of it properly in a garbage bin.  Use less toxic chemicals for gardening.  Less toxic products are sold at Miner’s Ace Hardware in both Los Osos and Morro Bay and Farm Supply in San Luis Obispo.  They are members of the Our Water Our World program  https://ourwaterourworld.org/

We also take this time to remind the public that should there be a rain event, we want to make sure that only rain goes down the storm drains.  In Los Osos most of our stormwater flows out to the bay.  The exceptions are in Cabrillo Estates where stormwater flows to a drainage basin off of Madera Avenue, and in Bayridge Estates stormwater flows to a drainage basins off of Bay Oaks Drive, Tierra and East Tierra.

Illicit discharges are generally any discharge into a storm drain system this is not composed entirely of stormwater. The exceptions include water from firefighting activities and discharges from facilities already under a National Pollutant Discharge Elimination System (NPDES) permit. Illicit discharges are a problem because, unlike wastewater which flows to a wastewater treatment plant, stormwater generally flows to waterways without any additional treatment. Illicit discharges often include pathogens, nutrients, surfactants, and various toxic pollutants.

If you see water running down the street and there are no firefighting or water operations activities going on in the immediate area, please report it to the LOCSD main office at 805-528-9370.

 OCTOBER 9 — The Day to Make Los Osos' Entry beautiful!!!

We need your help in the morning or in the afternoon:

Two shifts are available on October 9, 2021, and volunteers may pick either or both by signing up by emailing Volunteer@CelebrateLosOsos.org or visiting our website https://celebratelososos.org/get-involved/ Volunteer Coordinator, Ellie Malykont will organize the volunteers.

We've worked for over two years redesigning the Los Osos Valley Road-South Bay Blvd. median and getting various government agency approvals and we've received a grant to pay for the materials.

We will be utilizing sustainable, drought-tolerant and native plant materials, and the latest, most efficient, water-saving irrigation system using reclaimed water.

We are calling for volunteers to assist in this one-day installation event.

All the plants were grown locally by Suzanne Morrison at Earthscapes in Los Osos.

Join us. It will be a fabulous project that will make a BIG difference!

LOCSD is also continuing with their regularly scheduled Board, Utilities Advisory Committee, Finance Advisory Committee, Emergency Services Advisory Committee and Parks and Recreation Advisory Committee Meetings.
